Starting December 1, 2025, all Nigerian international travelers—both inbound and outbound—will be required to pay a $11.50 security levy per ticket under the newly launched Advance Passenger Information System (APIS). The initiative, approved by the Federal Government, aims to enhance national security and streamline passenger data collection at airports.
The APIS levy will be collected by airlines at the point of ticket purchase and remitted to the Nigeria Civil Aviation Authority (NCAA). It is part of a broader plan to establish a centralized “single window” system for airport agencies, enabling real-time access to passenger information for security and immigration purposes.
